Abstract: A new viewpoint that helps understanding software development process in Japanese companies is proposed. In Japanese practice, they collect a variety of data, but it is unclear how they utilize them for project management. The new viewpoint will be usefull for revealing the background mechanism of the vague treatment of the data. I focused on a central role of meetings in the development process.
